Attempted Solutions So Far: Informed the primary location is always showed on the top of the dropdown list.

Most people don’t know that primary location is at the top of the list.

When you add locations, name the primary location “Primary”… or “Billing” or “Lake House” or “Guest House” or “Side Piece’s House”… That way the users can choose by the name. Adding good names to your locations can easily be added by creating a custom report with the primary tag as a column; download; edit the list; upload the list.
