Add a Setting to prevent duplicate Customers/Vendors from being created

Save time from having to clean up accounts later.
Attempted Solutions So Far:
The system has warnings when creating a new customer that pop up when a duplicate is about to be made. Don Den’s did not like this as he believes it is easy to ignore.
Digging deep - Any additional Why behind this request / How was this accomplished before Striven in what system or software:
Customers/Vendors can be checked for duplicates upon save but this can be easily overlooked. This leads to duplicates and then a merge is needed later which can be messy if both accounts are being used unknowingly.
