In MOST states, this follows tax laws. The item group should be taxed or untaxed as a whole based on whether or the majority of the components are taxable - this is due to tax groups not displaying prices individually so there isn’t a clear way for buyers to see what is exactly taxed and how much they are paying. Generally, if the vast majority is taxable, then everything is taxable.
