Allow ability to make Assignment a requirement when creating a new customer

Try to change the security settings for assignment based on permissions. This is not a requirement though, so it can often be missed.
Digging deep - Any additional Why behind this request / How was this accomplished before Striven in what system or software:
Customer is reliant upon customer assignments for accurate reporting - They would like to enforce the assignment setup at the point of creating a customer. This way they are making sure that every customer that gets added to their system is set up with an assignment, Previously, they are manually adding the assignment after the customer is created - can often lead to customers not getting an assignment as it gets forgotten.
